China blames Western nations for global warming

The remarks come in the wake of a report from the United Nations Intergovernmental Panel on Climate Change last week that said the evidence that human activity in causing global warming is unequivocal. The comments, by Jiang Yu, are seen as a sign that China is determined not to let initiatives to halt climate change get in the way of its economic development.
China has the second-highest carbon emissions in the world, surpassed only by the United States, and are driven by inefficient industry, rapid economic growth, and the largest population in the world. The head of China’s Meteorological Administration, Qin Dahe, said that China is serious about taking on climate change, but that it needs the time to get advanced technology that is already available in developed countries online in his nation.
Other Chinese officials, including its president and premier, have said that they take the problem of climate change seriously. However, critics have said that China should put limits on its emissions of greenhouse gases despite the fact that it was exempted, along with other developing nations, from emissions curbs imposed by the Kyoto Protocol. For their part, the Chinese have said in the past that environmental technology transfer has been less than optimal, despite being a key component of the Protocol.
