China Creates New Green Ministry Department
by Elisha SandersLast week saw China establish five new super ministries, one of which is the Ministry of Environmental Protection (MEP), whose responsibility is, naturally enough, to stand in the forefront of those active against environmental concerns within the country.
Formerly titled the State Environmental Protection Administration, or SEPA, the group has already updated the official website to coincide with both the new name of the governmental department, and with the closing of the annual sessions of the National People’s Congress.
The former title of Head of SEPA is also out, with Minister now being the title. Employees of the new ministry have been seen taking photos of the front of their building, taking one last look at the SEPA sign before it is replaced.
According to sources, Zhou and his high-level staff have been considering reorganizing SEPA employees as they make the move into becoming a ministry, and regardless of the reorganization of staff, Zhou expects them all to be prepared for the official launch ceremony scheduled for July.
The new ministry will have, by July, all employees assigned to areas in which they can establish greater environmental protection initiatives, whilst helping to educate and instruct the Chinese people on creating a more environmental aware society.
Whilst the official responsibilities of the MEP have yet to be announced, expectations of the new reinforced department is in the areas of both authority consolidation and authority penetration.
Up until the creation of the MEP, the prevention and monitoring of pollution was in the hands of multiple governmental departments, however now both water and industrial pollution will fall under the jurisdiction of the MEP.
Also under the jurisdiction of the MEP is the management of biodiversity, along with approval and ongoing assessment of national ecology projects, which have previously been the concern of the forestry administration.
With China trying to establish nuclear power generators, the MEP will also be responsible for the safety management, and leakage prevention, of radiation.
