Headquarters agreement with Global Development Network
by Jo BlackIndia signed the Headquarters Agreement with the Global Development Network (GDN), to operationalize the GDN Secretariat in New Delhi.
The Agreement was signed by Dr. D. Subbarao, Finance Secretary for the Government of India and Dr. Gobind Nankani, President of the GDN.
The signing ceremony was held in the presence of representatives of development partners like the World Bank, Asian Development Bank, UNDP, DfID, JBIC, KfW and the European Commission.
GDN was registered in the USA in December 1999 as an international non-profit network of research and policy institutes for bridging the gap between ideas and policies for development.
It subsequently decided to relocate its Secretariat to a developing country and short-listed Delhi, Cairo, Istanbul, Mexico City and Prague for this purpose.
New Delhi’s keenness for the relocation of GDN Secretariat to India led to GDN’s final decision to relocate its secretariat from USA to India (New Delhi). Accordingly, Government of India approved the following in June 2005:
a. Establishment of GDN as an International Organisation with its headquarters in New Delhi.
b. Signing of the International Agreement (also called Charter).
c. Signing of a Headquarters Agreement with GDN.
d. Immunities and privileges to GDN under the UN (P&I) Act, 1947.
e. A one-time Rs 4.4 million grant for the first year’s rent of office space
New Delhi had signed and subsequently ratified the International Agreement establishing GDN on 28th October 2005. With this, India became the first country to ratify GDN’s status as an International Organization followed by Sri Lanka.
On February last, the International Agreement establishing the GDN as an International Organization with headquarters in India came into force.
At present, India, Sri Lanka, Columbia, Egypt, Italy, Senegal, and Spain have signed the International Agreement.
The signing of the Headquarters Agreement by the Government of India marks the implementation of all decisions approved by the Cabinet on 23rd June 2005.
